When is appropriate to confirm travel plans?

Friend and I talked about visiting each other because I live on the mainland and he lives in Hawaii. He suppose to visit me in the beginning of August and asked me when to buy his ticket, so I gave him the dates. He said he will buy his ticket. I called him last night to see if he bought his ticket already and when I should be picking him up, but he did not answer. I also needed to confirm where we were staying while in Hawaii, because he lives in Honolulu and we are going to Kauai. Several days ago he said that he has to check several small places on the island before we decide to book the hotel. I am suppose to be going there in september and I want to get my airplane ticket early. I send him a text message to ask if I should buy my ticket to Honolulu or Kauai since I am not sure if we are travelling together to Kauai or just meeting there. No response from him whatsoever.
I am wondering what will be the next step I should take to see what is going on and if our plans are still on. What do you think? Thank you.
He suppose to be coming in two weeks to see me and I am suppose to be going in a month and a half to see him.

Generally airfare increases the closer you get to travel dates. 14 days out and the price will usually increase by 30-40%, inside 7 days and it will increase again. I would suggest backing off for a few days and if you still haven't heard from him in a week, call him and let him know that you're going to book the flight to Honolulu. If he has concerns or thinks you should fly to Kauai instead, he'll let you know so you don't book a flight you'll have to change.

My feeling is that if he can't even confirm his plans to come to see you, then I wouldn't make any plans at this point to go and see him.
